What is a property inspection?
It is a technical check of an apartment or a house by an independent civil engineer, paid for by the buyer, before the contract is signed or at handover from the developer. Finishes, installations, damp, thermal bridges and, with the higher packages, the structure are measured. The result is a report with findings, photos, measured values and a list of repairs.
What is the difference between a technical inspection and a technical expertise?
A technical inspection is a report of findings by a civil engineer, used for the purchase decision, for negotiation or for objections at handover. A technical expertise (expertiză tehnică) can only be issued by a technical expert certified by the ministry (MDLPA) and is required by law, for example, to classify a building's seismic risk or before work on the load-bearing structure. We carry out inspections, not expertises.
Who carries out the inspection?
Drăguț Pantelimon, civil engineer (inginer constructor), a graduate of the Faculty of Civil, Industrial and Agricultural Buildings at the Technical University of Civil Engineering Bucharest, with six years of experience in construction execution and project management. The same person inspects the property and signs the report.
How much does an inspection cost for a 2 or 3 room apartment?
For an apartment of 50-75 m² of usable floor area: 1,599 lei for the handover check (SNAGGING), 2,199 lei with thermal imaging and damp detection (BASIC), 2,999 lei with a structural assessment (PLUS) and 4,399 lei with a repair cost estimate (PREMIUM). For other floor areas or packages, use the
quote calculator; the full grid is on the
prices page.
How do I pay for the inspection?
A deposit of 500 lei is paid when the contract is signed, and you receive an advance invoice (factură de avans) for it. The deposit locks the price of the service for 12 months. The balance is paid when the inspection is finished, in cash or by card, and the deposit is deducted from the total. We deliver the PDF report within 24 hours of the inspection.
When is the best time for the inspection?
For an existing home: after the viewing and before the preliminary contract (antecontract), at the latest before the final contract. For a new apartment: at least three days before you sign the handover report (proces-verbal de predare-primire), so the list of objections can be sent to the developer.
How long does the inspection take, and when do I get the report?
Between 1 and 3 hours on site, depending on the floor area and complexity. The PDF report is delivered within 24 hours, included in every package, or within 3 hours with the urgent option.
Do I need to be there?
It is not compulsory. Access to the property at the agreed time just has to be arranged. If you can be there, you see the defects and how they are measured on the spot.
Is the report available in English?
Yes. The report is delivered in Romanian or in English, whichever you choose. We communicate in English in writing, on WhatsApp and by email.
Can I negotiate the price of the property based on the report?
The report gives you objective data, measurements, thermal images and, with the PREMIUM package, the estimated cost of the repairs. With documented figures you can ask for a price reduction or for repairs before signing, instead of a discussion based on impressions. The outcome of the negotiation depends on the property, the seller and the market; we cannot guarantee it.
What is the difference between the SNAGGING and BASIC packages?
SNAGGING checks workmanship defects and finishes, with basic instruments and on the strength of engineering experience. BASIC adds checks with specialist equipment. The difference between the two is the level of detail of the checks and the greater accuracy of the measurements.
What happens if you find serious problems?
We report them clearly and give you concrete recommendations, including an estimate of the repair cost. If you wish, we can put you in touch with specialist companies from our network.
Can I choose only some of the checks?
Yes. We put together a quote around the checks you need, discussed on WhatsApp or by phone. The price is set after the discussion, depending on the areas you choose.
What is checked at the handover of a new apartment from the developer?
At the handover of a new apartment, the documents, the visible structure, the windows and doors, the installations and the finishes are checked, in that order. Each non-conformity is recorded in writing in the handover report, with its exact position, measured value, photo evidence and the criterion not met. Without a written record, the objection does not legally exist.

Do you travel outside Bucharest and Ilfov?
Yes. We travel across Romania, with every package. There is a travel fee, which is communicated before the inspection is booked.
