Drăguț Pantelimon: who carries out the inspection and signs the report
A technical inspection report is worth exactly as much as the person who puts their name to it. This page says who that person is, what they built before inspecting and, just as importantly, what the company does not do.
The engineer's training
A graduate of the Faculty of Civil, Industrial and Agricultural Buildings at the Technical University of Civil Engineering Bucharest, with six years of experience in construction, in execution and in project management. Execution experience is what counts in an inspection: someone who has coordinated masonry, plastering, screeds, joinery and installation routes knows where the deviations hide, because they know how they happen.
The company that issues the reports is DRG TECHNICAL MANAGEMENT S.R.L., tax ID (CUI) 54352618.
The instruments actually used
An instrument listed in a quote and an instrument used on site, with its limits stated in the report, are two different things. The instruments used for the measurements:
| Instrument | What it measures | Stated limit |
|---|---|---|
| Thermal imaging camera | Surface temperature distribution, thermal bridges, heating routes, damp areas | Does not see through walls. Needs a difference of at least 10 degrees between inside and outside |
| Contact moisture meter | Relative moisture in the material, compared between areas | Does not measure moisture content by mass. Readings are affected by salts, density and reinforcement |
| Thermo-hygrometer | Air temperature and relative humidity | Measures the air, not the material |
| 2 m metal straightedge and feeler gauges | Flatness of walls, ceilings and floors | Says nothing about the overall flatness of a surface larger than 2 m |
| 1.5 x 1.2 m set square | Angles of internal and external corners | A small square does not give a meaningful measurement for the corner of a room |
| Cross-line laser level | Verticality and level across the whole room | Needs low light over long distances |
| Laser distance meter | Dimensions and floor areas, compared with the floor plan | Less precise on reflective or very dark surfaces |
| Wall scanner | Reinforcement, pipes and cables under the finish | Shows presence and approximate depth, not the exact diameter |
| Socket tester with residual current device test | Earthing, polarity, tripping of the protection | Does not replace a PRAM report issued by an authorised laboratory |
| Pressure gauge | Pressure in the plumbing and heating circuits | Measures at the connection point, not in every branch |
| Endoscope | Ducts, pipes and inaccessible spaces | Covers only what is visible along the probe's path |
Every report contains a chapter on the limits of the method. A report with no stated limits is a report that was not really done, and this is the first thing you can check in any technical document you receive from anyone, including us. The full model is public, in the sample report.
What the company does not do, stated explicitly
The company does not hold a certification from the ministry (MDLPA) and therefore does not, and cannot, issue technical expertises (expertiză tehnică). The distinction is not a formality; it is a legal one, and it matters to you:
| Technical property inspection | Technical expertise | |
|---|---|---|
| Who can carry it out | A civil engineer, with no certification requirement | Only a technical expert certified by the ministry, in the relevant field |
| What it produces | A report of findings, with measurements, photos and the criteria cited | An expertise report, with conclusions and required solutions |
| What it is used for | Purchase decisions, objections at handover, negotiation, a list of repairs | Seismic risk classification, work on the load-bearing structure, procedures where the law requires an expertise |
| What it cannot do | It does not replace an expertise where the law requires one | It is not needed for a check at the handover of an apartment |
That is why the report is signed as a civil engineer (inginer constructor), not as a technical verifier (verificator tehnic) or a technical expert (expert tehnic). Anyone who uses titles close to the certified ones without holding them takes on a risk that we do not pass on to you.
The company does not carry out the work it records and has no contract with any developer or contractor on the projects it inspects. It is the only way a finding stays independent.
How a job runs, from booking to report
For an apartment with two or three rooms, the inspection takes between one and three hours. For a new apartment, it is booked at least three days before the handover date, so there is time to write up the list of objections and send it to the developer. The report is delivered within 24 hours, in Romanian or in English, whichever you choose, and contains numbered photos, measured values, thermal images where conditions allowed, a table of the regulations cited with the date each one was checked, and the list of objections ready to attach to the handover report (proces-verbal de predare-primire).
How you can check what is written here
Every legal citation in our published materials (in Romanian) carries the number of the act, the year, the amending act and the date on which it was checked. Each act has a declared status: checked, partial or not checked. Where we could not confirm an article against a primary source, the material says so instead of stating a figure. If you find an outdated reference or a wrong value, write to [email protected] and we will correct it, with a visible note of the update date.
